Yes, I know that despite of my bad luck he's still the best source for those items. 1351 Runs, to be exact, and still I haven't found a single TC87.
Pindle and TC87 So I've been doing some Pindleruns lately. Ie, TC 3 contains all items with a qlvl of 1-3, TC 6 contains all items with a qlvl of 4-6 etc. Each TC contains all items with a qlvl <= the TC. The base item qlvls are used by the game to classify which TC (Treasure Class) it belongs to. As a light sorc, you should be good just about anywhere. Seal bosses are capped at 78 and diablo at 84. Also keep in mind that the seal bosses and diablo cannot drop TC87. It's just a matter of where you clear most effectively. 
Chaos is just as good as any other lvl 85 area. Or maybe they keep it that way so only Baal is the undisputed Act boss. But maybe in certain patch they introduce area 85 area and update Chaos Sanctuary to Area 85 so the place can farm all item too, but forgot to patch Diablo himself to drop TC 87 items. My guess is, is it once, the monster at Chaos Sanctuary drop less TC than Boss Diablo. You can find a complete list of all TC87 items here. Diablo drops up to TC84, baal up to TC87, so diablo cannot drop any of the TC87 items (griffon, coa, tyrael, mang song, windforce, death cleaver, etc.) Baal can drop anything (except special items like anni, torch, etc.) in the game. One thing about this sytem is that it never alters the way it works unless Blizzard were to change it. While the basics of Treasure Class makes sense, it can be difficult to completely grasp the finer details of it. Treasure Classes (Diablo II) This is the system that Diablo uses to internally predetermine which monster can drop what item. Webtoon sites Chaos is just as good as any other lvl 85 area.
